Job Responsibilities

Chief Finance Officer (CFO)

As the CFO, the selected candidate will hold a strategic and policy-level role in the financial operations of NIELIT. The key responsibilities include:

  • Strategic financial planning and fund management
  • Budget preparation and execution
  • Management Information System (MIS) development and oversight
  • Investment monitoring and cost control
  • Coordination with auditors and ensuring compliance with financial regulations
  • Taxation and banking
  • Day-to-day supervision of accounting and finance functions

Senior Finance Officer (SFO)

The SFO will support the CFO in carrying out financial duties and will be responsible for mid-level financial operations including:

  • Preparation of financial reports
  • Budgetary control and expenditure management
  • Handling audits and financial documentation
  • Monitoring internal controls and ensuring compliance with financial procedures
  • Assisting in strategic planning and financial analysis

Eligibility Criteria

A. Chief Finance Officer (CFO)

Who Can Apply?
Officers from Central or State Government departments, autonomous bodies, or government organizations who meet the following conditions:

1. Service Experience:

  • Should be serving in an equivalent position on a regular basis.
    OR
  • Must have 5 years of regular service in Level-11 of the 7th CPC Pay Matrix (Pre-revised: PB-3: Rs. 15,600–39,100 + Grade Pay Rs. 6600)

2. Qualification:

  • Degree from a recognized university or equivalent
  • Professional certification in CA, ICWA, CS, MBA (Finance), SAS, or JAO (from C&AG/CGA)

3. Work Experience:

  • Must have experience in commercial accounting, financial/budgetary control matters
  • Should be conversant with the finance operations of government/autonomous bodies or reputed commercial organizations

B. Senior Finance Officer (SFO)

Who Can Apply?
Eligible candidates must be officers working in Ministries, Departments, or other Government Organizations with finance background and relevant grade pay experience.

1. Service Experience:

Must meet one of the following:

  • Holding analogous posts
    OR
  • Working in Grade Pay Possessing three years of experience in the grade with a pre-revised pay scale of ₹5400.
    OR
  • Working in Grade Pay Rs. 4600 (pre-revised) with 5 years of experience
    OR
  • Working in Grade Pay Rs. 4200 (pre-revised) with 6 years of experience

2. Qualification:

  • Chartered Accountant, ICWA, MBA (Finance), CS, or SAS
    OR
  • Graduate in Commerce with at least 6 years of relevant finance experience

Salary Details

Both positions offer an attractive pay package as per the 7th Central Pay Commission (CPC) guidelines:

  • Chief Finance Officer: Level-12, ₹78,800 – ₹2,09,200
  • Senior Finance Officer: Level-11, ₹67,700 – ₹2,08,700

Apart from the basic pay, selected candidates will also be entitled to other government allowances as applicable to their grade and place of posting.
